Our principals are the key to the high standard of Stret’s services. Our services are offered within our specific areas of expertise and interest.

Mr Kim Bond

Kim’s career in the community sector and the APS spanned a range of areas from social policy, evaluation and audit through to a high profile review of Defence structure and functions. His expertise and interests reflect his tertiary training in naval architecture, mathematics, social policy and social inquiry. Those interests include the technical and management challenges of complex projects, and the development of social policy initiatives, especially for young people. Along the way he has become one of Australia’s top performance audit and evaluation specialists. Among the services Kim offers are:

• Parliamentary committee research and secretariat support
• Quantitative research and analysis, especially demographic statistical analysis and modelling
• Complex procurement and contract management process review and advice
• Expert level performance audit and assurance engagement support

Dr Mark Harradine

Mark’s specialities reflect a diverse range of responsibilities and work over twenty years in the APS, academia, private sector consulting and in developing countries. He has worked in senior positions in the APS, as an Executive Director in the Australian National Audit Office, and in developing countries. His doctorate is in anthropology and he is certified practicing accountant. Among the services he offers are:

• Strategic level technical advice on governance issues in developing country contexts
• Qualitative social research and analysis, including social impact assessments
• Public sector financial analysis
• Expert level performance audit and assurance engagement support
• Development and security-related training and courses

Ms Fran Holbert

Fran brings to bear a wealth of experience at senior level in the APS. A leader in the public sector performance audit field, her work as an Executive Director in the Australian National Audit Office over many years led to improved performance in sectors as diverse as complex contract management, social security and defence. She has a background in Asian Studies, focusing most recently on culture, governance and accountability in Indonesia. Among the services Fran offers are:

• Design and support for complex evaluations
